A thread that holds beads together — a connecting principle that gives form to what would otherwise be scattered.
In Sanskrit, sūtra means a thread, string, or formula — a brief, distilled statement that carries deep meaning. Across centuries of Indian thought, sutras have served as the connecting fibres that hold complex knowledge systems together, making them transmittable, teachable, and actionable.
We chose this name because it captures exactly what we set out to do: weave together rigorous evidence, public systems, frontline practice, and the lived experience of communities into a single coherent thread of inclusive governance — strong enough to hold reform in place.

Sutra envisions a just, resilient, and equitable society in which strong public governance systems ensure that all individuals, especially those experiencing vulnerability or marginalisation, can access quality services and live with dignity.
Our Mission
Sutra's mission is to advance inclusive development by generating high-quality evidence, supporting reform within public systems, strengthening institutional capacities, and creating an enabling environment for communities to participate meaningfully in governance processes.
The underlying premise is that public governance systems struggle to deliver equitable outcomes due to fragmentation, insufficient capacity, limited use of data, and weak community engagement.
If public systems are strengthened with evidence, technical capacity, and participatory mechanisms, then frontline delivery becomes more effective, inclusive, and responsive — ultimately improving outcomes for vulnerable populations.

Sutra grew out of a simple observation: India does not lack good policy — it lacks the connecting threads between policy, frontline systems, and the people they are meant to serve. This is the story of how we set out to build those threads, beginning in Rajasthan.
A group of researchers, civil servants, and grassroots practitioners began meeting informally to ask why progressive policies in India so often stall at the district level — and what an institution built specifically to bridge that gap might look like.
Drawn by Rajasthan's scale, complexity, and underserved policy infrastructure, we decided to anchor our first body of work in the state — focusing on disability inclusion, education, health, nutrition, and gender.
Sutra — Centre for Policy, Systems and Social Development was incorporated as an independent, non-partisan think-and-do tank with a virtual, distributed team and a participatory, evidence-first approach.
Initial collaborations with state departments, academic institutions, and grassroots networks began — co-designing inclusive policy frameworks and building convergence models across health, education, and social protection.
We continue to deepen our work in Rajasthan as a proof-of-concept for inclusive governance, while preparing to expand into early childhood development, livelihoods, and climate resilience across other states.
Sutra is led by a small, interdisciplinary team of policy researchers, development practitioners, public-systems specialists, and community organizers — working in close partnership with state governments, academic institutions, and grassroots networks.
